How to organize PDF pages for free without uploading your document

This free page organizer changes the structure of a PDF rather than editing its words. It is useful when pages were scanned in the wrong order, a report contains unwanted sheets, one page is sideways, or documents need to be assembled into a single presentation-ready file.

1. Add the source PDFs

Upload one PDF or several. Each page becomes an independent card while the original files remain on your device.

2. Build the final order

Drag pages, use the arrows, rotate sideways pages, duplicate reusable sheets, or temporarily delete unwanted pages.

3. Check and download

Name the output, create the organized PDF, then open the download and confirm page order and orientation.

Reorder pages with fewer mistakes

Use drag and drop for large moves and the arrow buttons for one-position adjustments. Each page card keeps its source filename and original page number visible, helping you distinguish similar pages from multiple documents.

Delete safely with a restore area

Deleting a card does not immediately destroy it. The page moves to a restore area below the workspace, where it can be returned before download. Reset restores the original imported order.

Add, rotate and duplicate pages

Add another PDF at any point to insert its pages into the working set. Blank pages can separate sections. Rotation is applied in 90-degree steps, while duplicate creates a reusable copy of a selected page.

What this tool does not change

The organizer does not rewrite text, flatten forms or intentionally compress images. Existing pages are copied into a new PDF in the selected order. For content changes, use the PDF Editor; to reduce size, use the PDF Compressor.

Can I add pages from another PDF?

Yes. Select Add PDF at any time. Pages from the new file are added to the workspace and can be moved anywhere.

Can I rotate or duplicate individual pages?

Yes. Every page card includes rotate and duplicate controls. Rotation is saved in the downloaded PDF.

Are my files uploaded?

No. Compatible PDFs are read and rebuilt locally in your browser. ToolsFA does not upload or store them.

Does organizing reduce PDF quality?

No. Existing PDF pages are copied directly rather than converted into screenshots, so text and original page content are preserved.

Can it open password-protected PDFs?

No. Remove the password using an authorized PDF application before adding the file.
